He was born in 1933 in Jaipur, Princely State, undivided India now in Rajasthan. He spent his childhood in the hometown where he grew up and completed his education. Since young, he started writing poems and ghazals. Later he moved to Meerut and settled there. Those days he came into contact with Jigar Moradabadi and Taskeen Qureshi. Slowly he gained popularity as a mushaira poet in the local mehfils. His recitation skills and quality of voice made him popular in a short time.

In the year 1958, Shamim Jaipuri was invited to Bombay for a mushaira

His trip to Bombay changed his course of journey. He was offered a writing job by filmmaker S. Mukherjee. Initially Shamim accepted the job. But when he was not given the due credits as a writer, he left the job. When lyrics written by him were given name of some other writer, it pained him, though he was receiving salary on a regular basis.
